The country budget in Algeria during the period from 2000 ? 2016 had remained hostage to the fluctuations of oil prices despite the cautious policy pursued by the government while preparing the budget, making the balance deficit just arithmetic that has been recorded since 2000 .As referring each time to the assets of adjusting resources fund for funding , the alarm of danger has been ringed after tumbling oil prices, which reduced state revenues in hard currency by more than 50%, while expenses? policy continued at a high pace, which makes it imperative for the government to find alternative ,unconventional tools of a high efficiency in the allocation of resources that take into consideration the study of which institutions Applied in the Islamic economy, especially the Zakath Foundation and endowment sector institutions.
